I believe the lobbyists and the attorneys for the ABM companies would argue
hard that the Code amounts to Restraint Of Trade, possibly based on the
Uniform Commercial Code.

Not that there isn't a way around that on the side of protecting public
health, and that the Code doesn't forbid ABM sales; it just puts them in
their proper place of Medical Necessity. 

If it were by Rx only, they could put a higher price on it, right? Hmmmm,
if ABM were sold by Rx only, would insurance reimburse for it? I'm talking
the ordinary, every day form of ABM.
