Yes, there is a distinct seperation between the two. Fetus movements were measured during and after drinking. And milk-alcohol was measured.

I'm curious as to why three hours per drink ? Is she assuming that mums 
are drinking two or three times the amounts they report (which would be 
patronising and presumptuous), or are there new data? Or is a "glass" 
defined differently in the Netherlands? A standard drink is 10g of 
ethanol here.

The alcohol consumption was measured in standard ''horeca glasses'' as they name it. That means the standard glasses that are used in cafe's and restaurants. Absolute amount of alcohol is assumed to be the same in every drink if from a standard glass. In the report is stated that it takes 3 hours per drink to get out of the milk, so after 1 drink no breastfeeding for 3 hours, after 2 drinks no bf for 6 hours etc.

I did not say that I totally agree with these recommendations, tho ! Just telling what the report says.

It was an advise from the Dutch governmental Health Counsel. Report to be purchased: ISBN: 90-5549-000-8. I'm afraid it's in Dutch ...
