In the UK, it has been illegal for mothers to receive free samples of
formula from their health professionals at any age, whether the baby
is breastfed or formula fed (though babies get formula free while
they are in hospital - mostly).
A baby who is poorly-nourished because of formula dilution at 8 mths
does not need formula this very minute, surely....the mother needs
support, education, social service intervention and possibly long
term. Giving formula samples addresses none of this - and in fact
side steps the real problems.
I am not sure what community HCPs would do here if they thought a
baby needed formula instantly because the baby is malnourished - prob
admit to hospital, and the hospital would give formula.
