I don't know if this really answers your question. I do remember there
were many volunteer breastfeeding counselors really worried about IBLCE.
They did not want to see breastfeeding support go the same way as
childbirth and become a medical-professionals-only field.
Part of the concern was that it would become illegal to give breastfeeding
help without a state license. Just as in many states lay-midwifery became
illegal. There was also concern that individuals with many years of hands-
on experience would be less valued than others who had more "book learning"
but less actual expertize.

I feel those concerns. It seems like such a fine line to walk--having highly
trained LCs but still having lay breastfeeding support and information
continue to be legal for the future. I know someone who nursed for a few months and
took a several hundred dollar course and then was able to get hired in a
medical setting. I would never have gotten the job since no money for a course and
title that goes with it and "only" have 10yrs of personal experience and lay
training and working with moms in a volunteer setting (community groups and
WIC).
