Lisa Marasco,
My daughters are both 11, and the one that has no breast buds DOES have
breast tissue that is enlarged so she looks like she is developing breasts, much
like I did, but without the hard buds beneath. I did have periods after having
this same type of breast development (the periods started at 14, the breast
tissue development had started at 9,) but was never regular and had difficulty
both conceiving and breastfeeding. Even when I conceived spontaneously
(without Pergonal) at 41, I still had a really hard time producing milk.
