Carrie,
You didn't mention how old your daughters are. It will be interesting to
see if the one entering puberty and who does not yet have noticeable
breast buds will develop at a later age, or not at all. There is
something called "Primary amenorrhea" in which the young lady never
starts menses. This is associated with minimal breast growth because of
the lack of estrogen and progesterone needed to develop breast tissue.
Stein and Leventhal do cite a case of a young woman who had primary
amenorrhea and no breast tissue to speak of. After an ovarian wedge
resection (the treatment of the time), she grew breasts and went on to
marry, produce children and lactate normally.

If any of your daughters don't develop appropriately in the usual time
frame, I would strongly encourage you to pursue assistance. It is my
belief that timely intervention may help some of these young women to
develop appropriately and head off things such as what happened to you.
Your daughters are definitely at higher risk of developing PCOS, and
early treatment could make a difference. I would be very interested in
hearing how this unfolds over the next few years.
