That would work just fine.  No one "needs" emergency formula in the
short term if canned milk is available, and it would fuel the drive to
comprehensively support human milk banks.

In the long term, there are some qualitative differences between infant
"formula" and regular canned milk, but these differences diminish in
importance as the amount of time the baby is exposed is shortened.
