Sounds like it could be stridor.  One clue is whether she is more
comfortable on her back or her belly.  Generally stridor gets worse when
babies sleep on their backs, or when the head is tipped forward.
Perhaps you can allow her to sleep on her side with her head extended,
especially when you are supervising her.

It's a good sign that she is not having any cyanosis (blueness).  Some
babies with laryngomalacia/tracheomalacia have difficulty feeding,
others don't.  When you bf her, try leaning back so she;s a little
prone, and tip her head back more by getting a more asymmetrical latch
and supporting her neck and shoulders and belly well, and leaving her
head free.
