Some babies with reflux will refuse to eat, and if force fed, will vomit.
Perhaps they can try treating for reflux again. Could mom relactate, or
at least put this little one to breast for comfort? Breastfed babies
with reflux (and most other problems) fare better than formula fed, as
this poor mom can now clearly see.
Do they have access to a neurologist to make sure there is nothing
wrong with the baby's nervous system, or an occupational therapist to
help with feeding issues?

If you can get a copy of PreFeeding Skills 2nd edition by Marsha Dunn
Klein and Suzanne Evans Morris, there is a lot about these kinds of
issues. It is available on the web from http://www.psychcorp.com
(choose catalog - Therapy Skill Builders) and I have seen it on
amazon.com as well, which might have an easier time shipping it to Chile
and taking your currency. Unfortunately, it is an expensive book. If
the parents have resources, they might want to donate it to your LLL
group for Leaders to use to help other babies. We had Marsha do a
conference for LCs here in NYC, and we loved her gentle and respectful
approach to babies. She is definately on the same wavelength that LLL is.
