Using bottle nipples, filled with cottonwool, as a soother is a common
practice in our nursery if mother does not supply a pacifier for her baby.
Of course, babies *have* to have pacifiers! :-( Even if the mother
states she does not want her baby to have one, the nurses disregard this
request if the baby is crying while waiting to be examined by the
paediatrician every morning. This practice is very well entrenched - any
ideas how to combat it?
