Once again I have to agree with you.

Further, I would say we need to look at how effective the scare tactics
have been for the other campaigns. If you think, for one moment, that
everyone in the US buckles kids in, wears a bike helmet, and doesn't
smoke... you are not living in the same country I am, that's for sure.

I was a pediatric nurse before I became an LC. Saw plenty of no-helmet
bike accidents in the ER even in the late 90's. I still see most of the
kids in my neighborhood riding without helmets. I did mom baby home care
as recently as 2001, and was astounded at the number of folks still
smoking in a home with a baby.

The biggest change in seat belt and car seat compliance happened in Ohio
when a laws were enacted that meant a hefty fine if you didn't "buckle up."
