She said it needs to be a "controversial/persuasive
paper" 7-8 pages long. Anyone have any tips for us - help with the
outline? What approach to take?

What a great opportunity. The most important things will be to pick one
aspect of the bf vs formula topic and discuss it persuasively. Don't
try to put too much into the paper. Whatever aspect interests your
daughter the most is the one to write about. There are plenty of
resources in print, on the web etc. about whatever she chooses to write
about.
Good luck, Let us know how it all turns out.
