Perhaps the reason that one can refreeze milk that is partially frozen
is that ice water (or in this case, ice milk) is actually colder than
ice itself! I don't remember enough chemistry to explain that, but know
it is true. So the partially frozen milk is unlikely to have had any
bugs start growing in it.
