Would collecting signiatures work attached to a brilliant letter?

Whenever I get one of those email petitions, I delete them. I find it
hard to take them seriously, maybe because it's so easy to get
signatures, and I don't think the recipients take them seriously. Maybe
because I am reluctant to give out personal information (in this case,
at least my email address) to someone I don't know over the web. Info.
has  way of taking on a life of its own.
Does anyone have more concrete info about whether these petitions are
taken seriously by the recipients?
