Very new guidelines on blood donations state that donors can be accepted after tatooing if the tatooing was done in an establishment that has been licensed/inspected by the state showing that sterile technique is used. Donor centers will have to put together lists of acceptable establishments. I'll look up the exact wording when I go to work tomorrow.
As stated by others, the dye is not the issue - it is the blood-borne pathogens that could be a problem.
