Subglottic stenosis can cause the sound you are describing. It is a
narrowing of the airway just below the vocal folds. Some babies with
subglottic stenosis act perfectly normal until the airway gets a little
irritated, then the croupy cough starts.
An ENT would be the appropriate person to evaluate the baby. I would
certainly report this to the pediatrician. While some babies grow out
of this condition without incident, others suffer repeated bouts of
croup with every respiratory infection, and certain medical procedures
can be dangerous if it is not known that this condition exists.
