Can you get some support from the insurance companies or somewhere to
train VNA's. I'm sure they are good, but if they are taking on this
role of bf assessment that they are not used to, I'll bet they would
be glad to have some additional training to know how to help and
what to look for.
I would make the list of "issues" as broad as possible at first,
and then, as VNAs get better at certain common problems, they will
refer those moms less.
Another possibility is to arrange some sort of consulting role
for your IBCLCs with the VNA group.
Of course all this will cost, but perhaps you can convince the
insurance company that some sort of transition program and transition
time is necessary to serve your clients most effectively. In the long
run, this is cheaper for the insurance company, because it's preventive
medicine.

Seem like you should find out why the urgency and see about getting this
magic deadline postponed. I've learned in my life that there are very
few hard deadlines. Most deadlines are at least somewhat arbitrary and can
be moved. It just requires talking with the powers that be and working
it out. Once you find out what the urgency is, you'll be able to adress it
and working something out that will benefit you and them and mostly the
clients you work with.
