Yes, I have heard of post tubal ligation syndrome but only in the sense that it possibly sends mom into earlier menopause.   That was my experience.  I had my tubal following the birth of #4 a few months shy of 38.  I became peri-menopausal almost immediately.   I was only having 1-2 periods a year after baby weaned herself at 10 months and all periods had ended by age 43.  My mother and sister were both in their 50's  when they went through menopause, but neither of them had the surgery. 
As for discomfort, it is less uncomfortable than a C-section because the incision site is very small.  Was away from my baby a total of 2 hours, and did not miss a feeding.    Not a scientfic answer but just my personal experience.
