I'd imagine that it's an urban legend.  Many babies with severe genetic
problems are unable to suckle correctly, and would probably starve to
death rather quickly without special intervention.  Since they would get
sleepier and sleepier from lack of calories, it would look like the
breast were supplying some narcotic agent.  Those who've seen kids with
hypernatremic dehydration could imagine how this thought probably got
started.  They don't look "that bad" physically because the ketone
bodies are holding fluid in the brain and tissues, but they are
lethargic to the extreme.
