When we got our legislation here in Texas to protect the right of women to
breastfeed (anywhere they are legally allowed to be) we also were able to
insert wording into that legislation about encouraging workplace support for
breastfeeding. It stops short of mandating it, and uses more of a carrot
than a stick. Businesses that are supportive, that set up pumping rooms and
allow for flexible hours or breaks to pump are granted recognition by the
state in the form of a Mother Friendly Designation (complete with decals for
display.)
It's a start, and just the idea that there is a statute addressing the issue
is helpful.
