Kathleen, I would seek a second opinion on this one.  Looking at the anatomy
of the breast, what is herniating into what?  If this area is not bothering
the mother or affecting the breastfeeding I would just leave it alone.  Once you
do surgery on a lactating breast there are other issues to deal with; such as
leaking milk, and milk fissures.
