Just a minor quibble about terminology. They're not "advertising" samples.

Advertising is the *paid* mass-media placement of a persuasive message.

The distribution of samples is typically referred to as a sales promotion or
product promotion..

Your point is still very valid - these are not gifts but samples designed to
sell product.
