Sounds like a home remedy for "drawing" the mastitis/abcess to the surface.
I guess I wouldn't worry about the honey on the breast for a 16 mo old, but
would worry if baby is less than 1 year.
My grandmom used milk and bread poultices for drawing infection out. My mom
(and I) swear by saline soaks for infections. (I have actually been known to
tell moms to take kid down to the ocean for easy soaks :-)   Before abx
(antibiotics) some of these old remedies were the only comfort/cure.
Probably need to look at these methods of healing again R/T abx overuse
