ILCA allowed companies that do not comply with the WHO code to exhibit
at the conference, but all the materials they displayed, handed out, and
all their literature had to be CODE compliant.
This is a difficult ethical area, and many of us might have made
different decisions. I complained at the 1994 conference that non-code
compliant vendors were there, and this was the response.
