Yes.
In the UK at least, assessors have this on their list.
We don't have the culture-specific hang-ups about hand-expressing I
read about from US correspondents.....the main barrier to teaching
hand expressing is, I am told, time.
I think most mothers who express here use pumps, possibly because
they have not been taught about hand expressing.
