Just some personal reference:

I grew up in Saudi Arabia (though not a military brat, lots of my friend
were). Before I moved there at age 7, my parents ensured that my sister
& I received all the necessary vaccines, including smallpox. My mother,
being concerned about a scar, insisted that EVERYONE in the family get
the shot in the behind, not on the arm. So, with respect to this current
"contact" issue: if you're wearing a bandage & underwear, what are the
odds? OK, now the one complication I can see is that military hospitals
often have everyone just line up & roll up the sleeves of their
uniforms, and asking for a little privacy while you drop your drawers
might result in snickers. But if it's safer that way for your family,
might someone consider that option? AND the bonus for military personnel
is that you're still getting the vaccine and therefore NOT violating a
direct order, which carries serious consequences.

Always more than one way to skin a cat. And, by the way, my little
sister (then 5) bombed around the peds office bare-bottomed for at least
five minutes after the shot because no one could wrap their arms around
her. This is the same kid who, at a previous visit for other shots,
volunteered to hang our coats up (it was February in Montreal) and
proceeded to hide in the coat closet. When she was discovered, she
bombed around the office and, once tackled, prepped and injected,
received AN ENTIRE BAG of lollipops for being such a good girl. I got
just one for being compliant. Sniff, sniff, the scars we bear from
childhood...
