This virus is a hoax:
There are two hoaxes that are circulating around the state system.
The first has to do with jdbgmgr.exe and the second is sulfnbk.exe.
Both messages are similar in that they state that these are viruses that
neither Norton nor McAfee can detect, and that only you can remove the virus
from your system. The message then proceeds to describe how the file can be
safely deleted from your system by using Windows Explorer.
Both of these programs are legitimate Windows system programs and should not
be deleted from the system.
