I've been at this job long enough to be able to look back and see "what worked." (Translation: boy, am I getting OLD!, LOL) One little thing that has made a positive difference is that when speaking to any provider who is less-than-BF savvy I off-handedly mention the fact that the patients "these days" have access to books, videos and websites that provide excellent breastfeeding information. I then point out that if I, or providers, give out "bad" advice the patient might suspect our competence. Those aren't my exact words, but I think you get the point. I've lured several "difficult" people over from the dark side, I think solely because they want their ego and reputations intact.
My .02
Good luck. Keep plugging away. Its worth it.

Kris,
Since they do give out your brochure, you know they aren't totally
against you. How about offering to do a brief inservice for the staff.
Perhaps along the lines of "How an LC can help moms" and "What concerns
do moms have after they leave the hospital" With the latter you can
gently point out long term effects of interventions like shields as well
as what they are doing that helps the moms (even if you have to stretch
to find something positive)
