I am not impressed by the ability of a tongue to cover the gum ridge.
It is the ability to simultaneously extend and elevate to press the
breast against the palate that is most important.  A child can have
restricted tongue movements and still have the tongue over the lower gum
when the mouth is almost closed, it's when it is wide open that the
tongue is often pulled back by traction on the frenulum.

Have you tried an extreme asymmetrical latch?  This works well when the
baby has a short jaw, short tongue, or tongue tie, in my experience.
