I'd say that this mother needs some help and continuing support. Her baby
is gaining slowly. I am not unilaterally against bottles in that they ,
again, are a tool to be used in some circumstances. I would personally
assess the baby's ability at breast, hone the latch technique, use breast
compression a la Jack Newman MD www.breastfeedonline.com ( one of the best
bf sites around, thanks Cindy)...have the mom pump to protect and build
supply, and perhaps put a feeding tube at breast to get a little more into
him. I would educate her on nutritive sucking, and kangaroo care, and have
her wear this baby, and take it really easy, breastfeeding often and in
short bursts...whenever baby is able.  Frequent weight checks, lots of
encouragement, should do the trick.  Babies learn to breastfeed by bfing,
but they need careful watching when they are this early...and small....I'd
keep a close eye on this one. Kathleen
