Hmmm...but very few laws actively permitting it!

At least one local council (Stockport, outside Manchester) has some
local laws actively permitting bf on any of its premises (schools,
libraries, leisure centres etc) . There may be others.

That's true in that it is only occasionally one hears of mothers
being asked to remove themselves and their babies, and most people bf
in public without any problem...but not sure if your phraseology
doesn't paint rather a rosy picture, though, J :)

IBCLCs exist in the UK - see http://www.lcgb.org/ but the majority
work in the public sector, or as part of the volunteer organisations,
not as private consultants.
