Hi Ann,
If it's just a topical anesthetic (a little bit of gel) the baby can
still breastfeed soon after the frenotomy.  I would hesitate to say that
the frenotomy does not hurt at all, most babies' behavior indicates some
pain and distress for about 24 hours after the procedure.

My own son had his frenulum divided by simple frenotomy at age 10 (he
had an extremely thin, avascular web) and he found it painful for about
3 days.
