What I've always found intriguing is that the part of the breast we are
not allowed to show in public is the nipple. That is the only part of a
breast that men have and they show them all the time. The cleavage is
what makes women different and we are encouraged by society to show that
to be considered sexy. Quite puzzling. And how our culture and society
controls us.

Sara,

Here in California there are nude specific beaches.  They are usually
difficult to get to and very secluded.  The rest of the beaches you
would be arrested for indecent exposure.  Breasts are shown barely
covered on television, movies, ads etc but showing your breasts in
public is quite taboo.
