i don't know of evidence to say the commitment to breastfeeding is weakened
because of anaethetics. But there is evidence to show the babies' innate
reflex ability to suckle correctly in the first instant can be weakened
because of epidurals and anaethetics.

there is also evidence to suggest that if those babies are kept in
uninterrupted  skin-to-skin contact with the mother  the difficulties caused
by aneasthetics can be overcome. Not only in baby being able to organise
reflex ability for correct latch, but also in mothers' instinctive behaviour
to accept her baby.
