I agree with Alexis:
At a minimum it should probably have an inside
lock for the mother's comfort, a comfortable place to sit, and an
electrical
outlet. A table would be wonderful as well.
You can build from there and
consider a refrigerator and a sink, if possible, in the future.

...And I know most of you are thinking the refrigerator would be to keep
mother's milk in, but frankly I think moms want to leave ASAP after work,
and if the pumping room is not on the way, it's actually easier to carry in
their own small cooler, etc.
However, a refrigerator where mom could keep her lunch or snacks for
herself and even a microwave so she can heat up her lunch and not have to
make a second stop during her short lunchtime may be very helpful.
