Your post prompted a wild thought in my brain!!
Cigarrettes are bad for people and in order to discourage use govts levy
taxes on their sale. What about if formula was taxed and the $$ channelled
into BF research and promotion??

(Who may be having wild ideas because she is still on some other planet-
having found out that there is a little girl of 3 years of age called
Xiaoling in Xuzhou China who she is going to be picking up in a couple of
months time!!! By the way Xiaoling has some brachial plexis damage and has
limited use of her right hand if there is anyone with knowledge about this
condition I would love to hear from you off list!)
