Dear Sandra,
our hospital (which is not baby friendly, although I have worked in a
facility that is) has this as policy: "all mothers who plan to breastfeed
will be assisted to do so within 30-60 m inutes ofdelivery unless maternal
or infant complications prevent it."  If you need journal citations, check
out WHO's excellent book, The Ten Steps: the Rationale and Evidence
(title?). It addresses each of the Ten Steps in detail,  and references
NUMEROUS articles and studies to back them up.  Keeping breastfed babies NPO
is a huge barrier to breastfeeding success, as I am sure you know, and is
completely unfounded in any research.  You can order the book from Baby
Friendly USA, (508) 888-8044.  I think ILCA sells it, too.  It is about $20
US.

"current" nutrition orders still call for NPO x 3-4 hours, then sugar water,
