It is helpful to read the substantial study of complementary foods (in addition to breastmilk) done by Ken Brown, Lindsay  Allen, Kay Dewey and colleagues at UC Davis for WHO.  It can be obtained from WHO, titled Complementary Feeding of Young Children in Developing Countries: a review of current scientific knowledge. WHO/NUT/98.1  228 pp.(Sorry, don't know the price.) 
THis review make it clear that calcium, zinc and iron are indeed nutrients of major concern, and that even with a baby who is continuing to breastfeed there may be inadequate intake from the usual complementary foods. 
This is NOT to say that fancy milk based formulas or fortified commercial foods are necessary, but only that even in industrialized countries it would be well to read this book, then take a good close look at children's food intakes 6-24 months (and beyond) and consider what are likely to be the nutrients most difficult to supply.  
Whatever the presumed study that showed a need for certain expensive milk products, it can of course be mistrusted until the source of its funding is known, along with all of the feeding options that it explored. But one can't dismiss out of hand the possibility that many children in highly food secure nations are not yet getting all that they need from the complementary foods they are given.  
At a recent European meeting, Randa Saadeh, an officer in the Nutrition and Human Development unit of WHO was distributing copies of the book, and she might be your best source of information on how to obtain it. The WHO US office does not carry it. Enquire from [log in to unmask]
