IUGR babies ARE at increased risk for all sorts of developmental problems. Some of them will prove to have genetic disorders; some are IUGR from intrauterine infection or poor intrauterine nutrition for many reasons. Poor growth in the uterus often translates to poor outcomes post delivery. This baby is already exhibiting neurodevelopmental problems (not breastfeeding well, poor suck, "zoning"). Close followup is certainly indicated.
