Claudia, although our down under friends on Lactnet can answer more authoritatively about the culture,  it sounds to me like this mother could be using Babywise or Preparation for Parenting.  Although originated in the US, GFI sadly has a presence in Australia and New Zealand http://www.gfnz.co.nz/

Just a possibility worth exploring.  GFI may not have the notoriety in Australia it does here, so this mom may be unaware of the controversy surrounding this philosophy.
