My family lived in Ottawa, Ontario (Canada) for three years in the late
70's. My kids walked to and from school, AND walked home and back for lunch,
AND the schools held outdoor recess every morning and afternoon, unless it
was pouring rain. We bought plenty of sturdy, warm snowsuits, boots, rain
gear, mittens, hats, scarves, etc.  Looking back, those were some of my
kids' healthiest years!
Now that they are adults, they all have fond memories of all that snow and
how they dealt with it.
