Am I reading this correctly? Isn't he saying that twins born prematurely have
the best chance of surviving?

This reminds me of "1984" by George Orwell. Everytime they *reduced* the
chocolate rations they put out a huge propaganda effort to convince everyone
they should be greatful that they were now receiving *more* rations!
