We only have one in Canada, but some of the staff came
to our June conference in Toronto.   They told us that first
they had to have a breastfeeding committee and the next
step was to convince as many people as possible that there
was an existing problem and that breastfeeding rates were
poor in their area.  It took them a few years but they worked
on the steps consistently but not necessarily in the order
that they have been written down.  It does make sense though
that first people have to admit that there is a problem.
