In the article he discusses Efficacy of Phototherapy and how it is related
to: spectrum of light delivered, energy output in the blue spectrum and
surface area of baby's skin exposed and how to maximize these 3 factors.
So  what he is saying, I think, is be sure all the factors are working at
optimum  levels. (Don't do phototherapy half heartedly, if baby really
