I might be very off base here, but I had the impression that the onset
of menarche was determined by several things including heredity and
weight/size.  I think I remember reading that girls don't usually begin
this stage until they have reached 105# or more.  Perhaps the increased
weight, vitamins and readily available food in the US has caused the
younger ages we are perhaps seeing?
