Jennifer,
Your mom needs to find another surgeon.
The ultrasound should tell the clinician if the lump is liquid or solid.  If
liquid, then an aspiration is all that is needed.  The surgeon is correct
that a cyst can occur and refill but that should not prevent the mom going
forward with the aspiration or to interrupt her breastfeeding.
If the lump is solid, needle biopsies can be performed (note I wrote plural
to biopsies).  If the results are troublesome then the next step would be the
removal of the lump.
Needle aspiration or needle biopsies should not be that problematic for
leaking afterwards.  Removal of the lump will definitely have a large amount
and potentially long period of leaking but again this is a laundry and
appearance problem not an increase in an infection (does the surgeon think a
drained abscess will become infected?).
Next the mom can wean completely from one side.  If you were to go back to
the archives under weaning and milk production, there is much debate on how
long the breast takes to completely dry up.  Again this is not an issue for
your mom nor will it place her at any increase risk.
She needs to find a breastfeeding friendly surgeon, they are out there.
