Domperidone is expensive, but the common herbal remedies aren't usually,
try Fenugreek and so on. Also, suggest that she pump every 2 hours for
15 minutes, or 2 minutes after milk drops stop coming, whichever is
longer. This needs to be round the clock. Imagery can be a big help
too.
Obviously the biggie is getting baby to nurse. Perhaps a couple of the
local LLL folks might be willing to spend some time with her, helping to
get baby latched?
