Elise, I would recommend send her to a dermatologist. May be psoriasis,
exzema, neurodermatitis, or other dermatitis. But the derms are usually
pretty good at dx and rx this. Sometimes the "stress of pregnancy" brings
about or exacerbates these. Good luck.
