I don't think there's anything 'normal' about a child this age being
totally unwilling to eat solids, unless this is a temporary thing, like
when he is feeling ill.  Some of the issues to look at:
1. family history of allergy - sometimes kids with severe allergy
potential refuse solids for a year or so.  never heard of this going 22
mos.
2. swallowing difficulty - a mechanical problem with swallowing may make
it unpleasant for this child to eat solids.
3. sensory problem - kids with sensory defensiveness or sensory
integration difficulties may be extremely fussy about taste, texture,
temperature, and consistency.  They will often refuse to eat mixed-phase
foods (like soups, stews or casseroles) because it is difficult for them
to handle the solid and liquid simultaneously.
An occupational therapist could be consulted if their is a suspicion of
problem 2 or 3.
