Actually, you have the geography somewhat right, but the Strait of Juan de 
Fuca is a formidable bee barrier.  I've spent many an hour gazing across. 
No bee would ever make the distance and there is little incentive to smuggle 
by ferry.

I have to say that I don't personally have a clue, actually, but the story I 
hear is not particularly mysterious.  It sounds like the same old story that 
we hear whenever the major operator passes away and new management comes in, 
but we'll wait on the autopsy.
